Meet Robert Liberty

Robert Liberty was born in Portland in 1953. He and his two sisters attended Portland and Washington County Public Schools. He is a graduate of the University of Oregon, Oxford University and Harvard Law School. He lives in southeast Portland, in the Richmond neighborhood, with his partner, Khanh Tran.

Robert has worked on quality of life issues for 22 years.

Before joining the Metro Council, Robert:

Brought together farmers, foresters, developers and citizen groups to figure out how to save farm and forest land and reduce the costs of future growth to taxpayers.

Won an Oregon Supreme Court case that protected 8 million acres of forest from home-site development.

Worked with others to help replace a plan for a proposed highway through rural Washington County with a new approach to building neighborhoods.

Won an Oregon Supreme Court case that saved 800,000 acres of rural land from urban sprawl.

  • He served on Metro’s Future Vision Commission.
  • He served on his neighborhood board as it grappled with issues of design, density and housing affordability.
  • He helped the City of Portland update its downtown plan as a citizen member of an advisory subcommittee working on the Willamette River waterfront.
  • He has represented citizens and citizen groups around the state, before local governments, in Oregon’s courts and in the Legislature.
  • He conceived the idea of replacing a proposed highway through rural Washington County with a new approach to building neighborhoods.
  • He served as a land use hearings officer for Multnomah County.
  • He organized a workshop that explored new types of neighborhood design that combined choice in housing, jobs and transportation with protection of clean water in streams for lands recently added to the urban growth boundary.
  • He convened a new regional coalition that works for affordable housing and reinvestment in poor neighborhoods while protecting natural areas.
